Welker (knee) is going to play this week against the Ravens, ESPN's Chris Mortensen reports.

That's the direction this has been going all morning, so it looks like Welker is a go for Week 4, where he'll be needed as a friendly safety net when Tom Brady faces the heat the Baltimore defense likes to bring.
